Chief Executive Officer and Interim Chief Financial Officer
Thomas Falcone is the Chief Executive Officer of the Long Island Power Authority, the third-largest publicly-owned electric utility in the United States. Mr. Falcone joined LIPA in 2014 as Chief Financial Officer and became CEO in 2015.
Since 2014, LIPA has reduced power outages by 35 percent, signed agreements for over 1,000 megawatts of clean and distributed energy, reformed and strengthened its management services contract with PSEG Long Island, obtained four credit-rating upgrades, and invested over $5.7 billion in Long Island's electric grid, while keeping electric rate adjustments below the rate of inflation.
Mr. Falcone is the board chair of the Large Public Power Council and a board member of the American Public Power Association, Association of Edison Illuminating Companies, and Advanced Energy Research and Technology Center at Stony Brook University.
Mr. Falcone serves on New York's Climate Action Council, the 22-member board that adopts the plans to achieve the State's greenhouse gas reduction targets, including a zero-carbon power sector by 2040 and an 85 percent reduction in state-wide emissions by 2050.
Mr. Falcone also participates in the Energeia Partnership, a think-tank organization focused on challenges facing Long Island.
Prior to joining LIPA, Mr. Falcone was an investment banker and advisor to publicly-owned utilities and state and local governments. In that role, Mr. Falcone raised more than $25 billion for infrastructure investments across the country. Mr. Falcone received a Bachelor of Science in Economics from the Wharton School of the University of Pennsylvania.
Chief Operating Officer
Mujib Lodhi is LIPA's Chief Operating Officer. His responsibilities include developing and executing LIPA's corporate strategy, work plans, performance metrics, and business process optimization process. Mr. Lodhi also directly manages LIPA's information technology, customer experience, and clean energy customer programs. Mr. Lodhi joined LIPA in October 2018 and previously served as Chief Information Officer, Senior Vice President of Customer Experience, and Interim Chief Financial Officer.
Prior to LIPA, Mr. Lodhi spent over two decades as a Chief Information Officer for large utilities across the United States, including Riverside Public Utilities, Washington Suburban Sanitary Commission, and DC Water. Throughout his career, Mr. Lodhi has earned over a dozen CIO awards for leveraging technology and improving business performance. In addition, he has authored papers on advanced data analytics with IBM research scientists.
Mr. Lodhi holds a Bachelor of Science from the University of Indianapolis in Management Information Systems. He has also completed graduate coursework in Leadership from Nyack College, the Management Development Program from Harvard's Graduate School of Education and Leadership, and the Strategic Management Program from Cornell University.
General Counsel; Secretary to the Board of Trustees
Bobbi O'Connor is LIPA's General Counsel and Secretary to the LIPA Board of Trustees. Ms. O'Connor joined LIPA in November 2013 and previously served as Assistant General Counsel for commercial transactions, Deputy General Counsel, Vice President of Policy, Strategy, and Administration, and most recently Chief Administrative Officer. Prior to joining LIPA, Ms. O'Connor was a partner in the business and finance department of an international law firm where her practice involved advising clients on securities law matters, with a particular focus on representing utility clients. Ms. O'Connor received a Bachelor of Arts degree in Psychology from Loyola College of Maryland and a Juris Doctor from Hofstra University School of Law.
Executive Advisor for Operations
Werner Schweiger is LIPA's Executive Advisor for Operations and is responsible for enhancing LIPA's objectives and strategies to better meet the operational needs of a clean, reliable, affordable, customer-first electric utility for Long Island and the Rockaways. With over 40 years of utility industry experience, Mr. Schweiger has held management positions in gas and electric operations, engineering, construction, and operations services.
Before joining LIPA, Mr. Schweiger served as Executive Vice President and Chief Operating Officer for Eversource Energy, where he also previously served as President of Electric Distribution and President of Operations for Eastern Massachusetts before that. Prior to his time with Eversource, Mr. Schweiger held the role of Vice President in the Office of Electric Operations for Long Island Lighting Company (LILCO) and later Keyspan Corporation.
Mr. Schweiger holds a Master of Science in Energy Management from the New York Institute of Technology and a Master of Science in Electrical Engineering from Stony Brook University. He also holds a Master of Business Administration from Nichols College and a Bachelor of Science in Electrical Engineering from Manhattan College. Mr. Schweiger has also completed the Senior Executive Leadership Program at Columbia University.
Senior Vice President, Transmission and Distribution
Billy Raley is LIPA's Senior Vice President of Transmission and Distribution (T&D). Mr. Raley is responsible for overseeing PSEG Long Island operations, including the design, planning, operation, maintenance, and construction of the T&D system, regulatory compliance, emergency planning and response, interconnection of generation resources, and overall performance metric management.
Mr. Raley has over 35 years of experience in the utility industry, including utility operations, project management, construction, maintenance, storm restoration, and nuclear generation. Previously, Mr. Raley was the Lead Director at PricewaterhouseCoopers' Global Capital Projects and Infrastructure Practice. Mr. Raley has also held numerous leadership positions at Progress Energy, Georgia Power, and the Southern Company.
Mr. Raley has served on several philanthropic boards, including Chairman of the Seminole Chamber of Commerce, Trustee of Stetson University and the Stetson College of Law, as well as several private company boards of directors with responsibility for operations forensics, operational excellence, financial health evaluation, acquisition reviews, and divestitures.
Mr. Raley received a Bachelor of Science in Electrical Engineering from the Georgia Institute of Technology. Mr. Raley is a member of IEEE and has served on the AEIC committee and numerous other national committees. Mr. Raley also participates in the Energeia Partnership at Molloy College, a think-tank organization focused on challenges facing Long Island.
Senior Vice President, Power Supply and Wholesale Markets
Rick Shansky is the Senior Vice President of Power Supply and Wholesale Markets. In this role, Mr. Shansky is responsible for LIPAu2019s power supply planning, procurement, and portfolio management, as carried out by PSEG Long Island. Mr. Shansky also manages LIPA's participation in wholesale power markets and the day-to-day procurement of power and fuel to serve the energy needs of LIPA's customers. Mr. Shansky has 40 years of electric utility experience and has held several management positions since joining LIPA in 2008. Previously, Mr. Shansky held positions at Consolidated Edison Company of New York and the Long Island Lighting Company in energy management, resource planning, fuel and purchased power, and generation planning. Mr. Shansky received a Bachelor of Science in Electrical Engineering from Rensselaer Polytechnic Institute and a Master of Science in Energy Management from the New York Institute of Technology. Mr. Shansky is also a licensed Professional Engineer in the State of New York.
Vice President, Controller
Donna Mongiardo is LIPA's Vice President, Controller and joined LIPA in 2001. Ms. Mongiardo has responsibility for managing LIPA's rate activities as well as the review and monitoring of PSEG Long Island's operating and capital budgets and revenue reporting to ensure performance within agreed upon levels. In addition, she is responsible for all accounting matters related to LIPA, its wholly owned subsidiary, the Long Island Lighting Company, and LIPA's component unit, the Utility Debt Securitization Authority. Ms. Mongiardo also has oversight responsibilities for certain PSEG Long Island matters including budget performance metrics and financial reporting. Ms. Mongiardo began her career as an auditor in Pricewaterhouse Cooper's financial services and public utilities practice group. In 1998, Ms. Mongiardo served as a member of the LIPA/LILCO merger team and subsequently served LIPA as an account manager. Ms. Mongiardo is a New York State certified public accountant and received a Bachelor of Business Administration degree in Accounting from Hofstra University. She is a member of the New York State Government Finance Officers' Association. Ms. Mongiardo also participates in the Energeia Partnership at Molloy College, a think-tank organization focused on challenges facing Long Island.
Vice President, Power Supply
Gary Stephenson, LIPA's Vice President of Power Supply, is responsible for LIPA's power supply planning, procurement, and portfolio management, as carried out by PSEG Long Island. Mr. Stephenson also manages LIPA's participation in wholesale power markets and the day-to-day procurement of power and fuel to serve the energy needs of LIPA's customers.
Mr. Stephenson has 38 years of experience in the electric utility industry. Before joining LIPA, he was Chief Operating Officer at the Illinois Municipal Electric Agency. Prior to that, Mr. Stephenson served as President and Chief Executive Officer at Peak Reliability, the reliability coordinator for the Western Interconnection; Executive Vice President of Operations at Dayton Power & Light, an electric utility serving 500,000 customers; Vice President of Commercial Operations at InterGen, a marketing and trading company for 4,000 megawatts of generation; and Vice President of Commercial Operations at PG&E National Energy Group, an energy marketing and plant development company. Mr. Stephenson began his career as a Project Engineer at Connecticut Light & Power and later the General Electric Company.
Mr. Stephenson earned a Bachelor of Science degree in Electrical Engineering from Lafayette College. He also holds a Master of Science degree in Electrical Engineering from New York University and a Master of Business Administration degree from the Amos Tuck School at Dartmouth College.
Director of Human Resources and Administration
Barbara Ann Dillon is LIPA's Director of Human Resources and Administration and in that role is responsible for LIPA's human resource strategy, including talent acquisition and management, organizational and performance management, training and development, succession planning, and compensation. Barbara Ann is also responsible for all of LIPA's administrative functions, including facilities management. She joined LIPA in 1998 and has served in a variety of human resource, administration, and compliance positions prior to her current role. Barbara Ann is a licensed attorney in the State of New York and received a Bachelor of Arts degree in Communication from Molloy College and a Juris Doctor from the Hofstra University School of Law. Ms. Dillon also participates in the Energeia Partnership at Molloy College, a think-tank organization focused on challenges facing Long Island.
Director of Communications
Jennifer Hayen is LIPA's Director of Communications. Ms. Hayen serves as LIPA's official spokeswoman, directs LIPA's communications with media, stakeholders, and customers, and oversees PSEG Long Island's communications efforts.
Ms. Hayen joined LIPA in January 2018 and previously served as LIPA's Manager of Communications and External Affairs. Prior to joining LIPA, Ms. Hayen worked in several capacities for the New York State Senate Majority Press Office and as Director of Communications for a Long Island State Senator.
Ms. Hayen received a Bachelor of Arts in English from the State University of New York at Binghamton and a Master of Science from The Columbia Graduate School of Journalism.
Senior Advisor for Oversight
Kenneth Kane is LIPA's Senior Advisor for Oversight and leads LIPA's solicitation and recovery of grants to maximize investment opportunities and reduce costs for customers. Mr. Kane joined LIPA in 1999 as Director of Financial Reporting and previously served as Controller, Managing Director of Finance, Vice President of Financial Oversight, and most recently as Interim Chief Financial Officer. As Interim Chief Financial Officer, Mr. Kane's tenure marked one of the most successful periods in LIPA's history, with three credit rating upgrades; $100 million of savings from reducing LIPA's cost of debt; and two budgets that delivered record investments in clean energy, customer satisfaction, and reliability, while keeping bills flat for customers. Mr. Kane has 36 years of experience in the electric utility industry, beginning in 1984 with Ernst & Young's utility practice. Mr. Kane joined the Long Island Lighting Company in 1988. Mr. Kane is a Certified Public Accountant in the State of New York, a member of the American Institute of Certified Public Accountants, and received a Bachelor of Arts degree from Pace University and a Master of Business Administration degree in Finance from Hofstra University.
Director of External Affairs
Tom Locascio is LIPA's Director of External Affairs. Mr. Locascio joined LIPA in September of 2020 with over 17 years of utility and state government experience. His responsibilities include directing LIPA's External Affairs efforts, developing and advocating LIPA's positions and strategies on legislative and regulatory issues, and serving as a point person for LIPA in local government affairs.
Prior to joining LIPA, Mr. Locascio managed state government affairs for a large regional utility and held various positions in state government, including Director of Operations for the Majority Leader of the New York State Senate.
Mr. Locascio served for six years as an elected Trustee to the Kings Park Central School District Board of Education. He currently serves as a Director to the Safe Center LI, a nonprofit that provides services to victims of child abuse and domestic violence. Additionally, Mr. Locascio is a member of the Energeia Partnership at Molloy College, a think-tank organization focused on challenges facing Long Island. Mr. Locascio received a Bachelor of Arts degree in Political Science from St. John's University.
Director of Customer Experience
Carolyn MacKool is LIPA's Director of Customer Experience. In her role, Ms. MacKool is responsible for the assessment of PSEG Long Island's development and implementation of customer service programs and review of their performance to ensure it is consistent with Board policies, program goals, and objectives. Ms. MacKool is also responsible for LIPA's administration of the customer complaint appeal process.
Prior to joining LIPA, Ms. MacKool held various positions in the utility industry, including at the District of Columbia Water and Sewer Authority (DC Water), where she served as the Director of Customer Experience. She has also held a variety of positions at DTE Energy, a Detroit-based diversified energy company, including Director of Business Process Optimization, and Director of SAP Functional Design.
Ms. MacKool earned a bachelor's degree in Accounting and Economics from the University of Michigan, Ann Arbor.
