New York State Working Groups & Proceedings

Interested members of the public can participate in Department of Public Service (DPS) proceedings and working groups to learn about and influence matters of New York State policy that may subsequently come before the LIPA Board of Trustees.

  • A proceeding is a formal process in which participants may submit comments and attend hearings and technical conferences on matters before DPS. Many proceedings involve the consideration of a DPS staff whitepaper or a petition by an interested party. Proceedings typically result in one or more formal orders being issued by the Public Service Commission.
  • A working group is an informal process in which interested stakeholders meet to discuss policy ideas and potential solutions with DPS serving as a facilitator. A working group is often used to develop the ideas and solutions that will form the basis of a DPS staff whitepaper. Below is a list of proceedings and working groups on topics that may be of interest to LIPA customers along with information on how to participate.

Reforming the Energy Vision

Reforming the Energy Vision (REV) is New York’s comprehensive energy strategy to build a clean, more resilient, and affordable energy system for all New Yorkers. Value of Distributed Energy Resources (VDER)

In support of REV, the Public Service Commission established VDER as a mechanism to transition to a new way to compensate distributed energy resources (DERs), like solar power. VDER replaces net energy metering (net metering or NEM) and is intended to create a sustainable solar industry in New York State.

VDER Phase One created a new value-based compensation system for certain demand-metered, remote net-metered, and community net-metered DERs. VDER Phase Two will consider the application of VDER to other DERs, such as those added by mass market (residential and small commercial) customers.

The VDER proceeding is available here. The DPS also runs working groups on VDER including:

  1. Value Stack working group: to address improvements to the existing value stack compensation framework, and
  2. Rate Design working group: to address the mass market successor tariff to net energy metering.  The Rate Design working group will also address the related topics of: standby rate design, buy-back rates, grid access charges, non-by passable fees, or other methods to mitigate costs posed on non-participants.

Electric Vehicle Supply Equipment and Infrastructure

In support of the State’s zero-emissions vehicle goals, the Public Service Commission has established a proceeding to consider the role of electric utilities in providing infrastructure and rate design to accommodate the needs and electricity demand of electric vehicles and electric vehicle supply equipment. Energy Storage Deployment

In support of REV and the State’s clean energy goals, the Public Service Commission has established a proceeding to consider the New York State Energy Storage Roadmap.  The energy storage proceeding is available here.
