Sometimes circumstances make it difficult to pay your LIPA bill. We understand, and have collected this information as a guide to make it easier for you to get assistance. If you need help making payments, you may be eligible for benefits from one or more of these programs.

Home Energy Assistance (HEAP)
HEAP is a federally funded financial assistance program designed to help income-eligible households pay energy bills. It is not a welfare program or loan. You do not have to pay back any money given to you.

Residential Energy Affordability PartnershipCEI
Lower income customers can get help reducing their bills by installing cost-effective electric energy efficiency measures, through extensive in-home energy education and counseling. REAP works directly with weatherization providers, offering qualifying customers free installation of cost-effective electric energy saving measures. This program is available at no cost to those who meet the income guidelines.

Consumer Advocates/Energy Grant Assistance
To help customers with financial hardships we have consumer advocates who can make payment agreements, arrange energy budgets and provide help when applying for various financial assistance programs on a confidential basis. Federal and state programs provide assistance to customers who are income qualified to help them meet heating and other energy costs. Project Warmth
Project Warmth, which LIPA sponsors, is an emergency assistance program to help families and individuals with energy emergencies.

Administered by United Way of Long Island, Project Warmth provides a one-time grant for fuel, plus an additional amount for fuel-related electricity. The heating grant may be used to pay for any fuel source, such as, oil, gas, electric, propane, etc. Project Warmth will open on or about December 1, 2006 and is available until funds are exhausted.
