This request for proposals has three (3) objectives:
- To replace old and inefficient peaking generation with new resources that can be available for service no later than May 1, 2019 . Those resources could be in the form of (i) Peaking Generation; (ii) Energy Storage and/or (iii) Demand Response. Some of the Peaking Generation will need to have black start capability.
- To procure additional resources to meet projected load growth and to defer the need to construct costly transmission system upgrades on the East End of Long Island.
- To install up to 150 MW of Energy Storage resources that would assist black start operations by serving as a load and also complement planned increases in renewable resources.
Through this Request for Proposals For New Generation, Energy Storage and Demand Response Resources (“RFP” or “2013 GS & DR RFP”), LIPA seeks to purchase capacity, energy, and ancillary services (“Products”), as applicable, pursuant to a long-term power purchase agreement (“PPA”) from new resources available no later than May 1, 2019 that meet the technical qualifications as set forth in this 2013 GS & DR RFP. Responses to this 2013 GS & DR RFP from proposers (“Respondents” or “Proposers”) are due no later than 3 p.m. EST on March 31, 2014.

Questions
Questions about items in the RFP should be submitted by potential Respondents via email to genandstoragerfp@lipower.org on or before February 16, 2014 at 5:00 PM EPT.
Submission of Proposals
- Respondents shall bear any and all costs and expenses required for or in connection with preparation of its Proposal and subsequent actions taken by Respondent up to the execution of the PPA.
- Each Proposal must also contain the $30,000 “Proposal Submittal Fee” contained in a certified or bank check made payable to the Long Island Power Authority. This Fee will be refunded only if a Proposal is returned because it is submitted late.
- Proposals without the required Proposal Submittal Fee will be returned to Respondent, and such Proposals will not be considered or evaluated by LIPA.
- Proposals shall be submitted in the complete name of the party expecting to execute any resulting contract with LIPA. The Proposal shall be signed by a person who is duly authorized to bind Respondent to a contract.
- All Proposals submitted in response to this RFP must be received by the Proposal Submittal Deadline, as prescribed in the RFP Schedule. Proposals received after this deadline will not be opened and will be disqualified from further evaluation.
- Six (6) bound hard copies of each Proposal
and one (1) electronic copy of each Proposal

- Proposals sent by facsimile or email are not acceptable. Such Proposals will not be evaluated or considered.
- All material submitted in response to this RFP shall become the sole property of LIPA.
Communication During RFP Process
Pursuant to State Finance Law sections 139‐j and 139‐k, this RFP includes and imposes certain restrictions on communications between LIPA and Respondents during the procurement process. A Respondent is restricted from making contacts (i.e., an oral, written or electronic communications which a reasonable person would infer as an attempt to influence the award, denial, or amendment of a contract) with any LIPA representative, other than as designated herein, from date of issuance of the RFP through the final award and approval of the resulting Procurement Contract (as that term is defined under State Finance Law) by LIPA and the Office of the State Comptroller (the “Restricted Period”), unless it is a contact that is included among certain statutory exemptions as set forth in State Finance Law sections 139‐j(3) (a). LIPA staff and Board of Trustees, and advisors are required to obtain certain information when contacted during the Restricted Period and make a determination of the responsibility of the Respondent pursuant to these two statutes. Certain findings of non-responsibility may result in rejection for contract award, and in the event of two findings within a four-year period, the Respondent is debarred from obtaining governmental Procurement Contracts.

Please use Mr. Standridge as the primary point of contact. Designated contacts will be updated and/or supplemented as needed and all such changes will be posted on the RFP website.
Other than as provided for in this RFP, any contact with LIPA’s Board of Trustees, staff, or advisors regarding the RFP during its pendency may be grounds for disqualification from the RFP process.
