Long Island Power Authority Releases Request for Information for Utility Management Services
Uniondale, NY -The Long Island Power Authority (LIPA) today issued a
Request for Information (RFI) for electric utility management services. LIPA
contracts for services to support the day-to-day operation and management of its
electric utility system. These services include, but are not limited to,
transmission and distribution facility operation, planning, engineering,
construction, customer service, meter reading, billing, collection, and
financial and operational reporting, along with associated support services. The
contract between LIPA and the current service provider, National Grid, expires
on December 31, 2013.
The primary intent of the RFI is to solicit information from potential service providers to help LIPA assess its options for the provision of electric utility management services in the future. Of particular importance to LIPA is gathering information that emphasizes ways to maximize customer satisfaction and operational efficiency.
“The electric energy industry is changing rapidly,” said LIPA President and CEO, Kevin S. Law. “We need to examine LIPA’s business model in order to serve LIPA’s 1.1 million residents and business customers in a more efficient and cost-effective way and assessing the options related to managing LIPA’s system is one important part of our review.”
National Grid and its predecessor, KeySpan, has provided management services for LIPA’s transmission and distribution system since LIPA acquired it from LILCO in 1998. It is anticipated the RFI may lead to the issuance of a Request for Proposals for electric utility management services in early 2010.
To facilitate communications between LIPA and interested parties, and to ensure that all parties have access to the same information, LIPA has established a Web site located at www.lipa-msa-rfi.org that will serve as the means of communications during the RFI process. The RFI and related information will be posted on the LIPA Web site for public review. Throughout the RFI process, respondents may pose questions to LIPA. Responses will be available to all respondents via the “respondents only” portion of the Web site. Responses to the RFI are due by 3:00 pm EDT, on December 11th, 2009.
LIPA, a non-profit municipal electric provider, owns the retail electric Transmission and Distribution System on Long Island and provides electric service to more than 1.1 million customers in Nassau and Suffolk counties and the Rockaway Peninsula in Queens. LIPA is the 2nd largest municipal electric utility in the nation in terms of electric revenues, 3rd largest in terms of customers served and the 7th largest in terms of electricity delivered. In 2010, LIPA outperformed all other overhead electric utilities in New York State for frequency of service interruptions, and ranked second for duration of service interruptions.
