| WHY: | To underscore the need for federal regulatory action to prevent local governments from blocking the use of major interstate electric transmission lines, such as the Cross-Sound Cable, and to offer suggestions to the Committee on ways the federal government can help improve the reliability of the national and regional electric transmission grids such as LIPA’s. |
