The Authority will host a site tour of the de-commissioned
Shoreham Nuclear Power Plant property as a part of the Request
for Proposals (RFP) process for the recently issued “Future Use
and Re-Development of the Shoreham Property” RFP. The site tour
is scheduled for Tuesday, May 12, 2009 starting at
10:00 AM and is scheduled to last approximately one hour.
Due to safety and security issues, this tour will be limited to
proposers who intend to submit a proposal pursuant to the RFP.
Attendees should be prepared for weather-related conditions and
wear supportive flat shoes with skid and slip resistant soles.
Sneakers, boat shoes, high heels, and any similar footwear are
not permitted, nor are any still or video cameras.
In order to attend the site tour, please RSVP to Kristin Kelly
by Friday, May 8, 2009 via fax at (516) 222-9137. Please
provide the names, titles and e-mail and telephone contact
information of the persons attending the site tour. The
Authority will provide directions to the site prior to the site
tour. Attendance at the site tour will be limited to persons
responding by May 8, 2009.

The Long Island Power Authority (the “Authority”) is
soliciting proposals from experienced and qualified entities
through this Request for Proposal (“RFP”), to work with the
Authority and the Shoreham Advisory Committee to provide an
inventory and analysis as basis for the incorporating ideas,
recommendations, and feedback on the future use and
redevelopment of the nearly 60 acres of industrially zoned land
owned by the Authority surrounding and including the former
Shoreham Nuclear Power Plant that was decommissioned in 1994. As
part of this RFP, the consultant(s) will update the 2006 report,
Shoreham Site Evaluation Potential for Additional Generation, and forecast the effects re-development of
all/or a portion of such property may have on Authority
customers and the regional economy, local taxes, the environment
and quality of life for nearby residents. Based on the responses
to this RFP, the Authority expects to retain one entity to
perform work as further described herein.

Proposer’s Conference
The Authority will host a Proposers Conference at its
offices located at 333 Earle Ovington Blvd. Suite 403 in
Uniondale, New York on April 29, 2009 at 10:00 am. The
Proposers Conference will include an overview and discussion of
the RFP and an opportunity for Proposers to ask questions. A
transcribed record of the Proposers Conference will be posted on
the Authority’s Web site. Please notify Michael J. Deering,
Vice President for Environmental Affairs via facsimile at (516)
222-9137 if you will attend the conference, providing the names
and titles of the attendees. Attendance at the Proposers
Conference is not mandatory.
Questions
Any questions regarding this RFP should be submitted in
writing and faxed to Michael J. Deering, Vice President for
Environmental Affairs at (516) 222-9137, on or before May 8,
2009. Responses to the questions will be posted on the
Authority's Web site at
www.lipower.org on a rolling basis. No other communication
of questions and answers will be made.
Notice of Intent
It is requested that entities interested in submitting a
proposal in response to this RFP fax a Notice of Intent to
Propose to the attention of Michael J. Deering, Vice President
for Environmental Affairs at (516) 222-9137 on or before May
19, 2008. Such notice should contain the Proposer’s name,
address, phone number, e-mail address and contact person.
Submission of a Notice of Intent to Propose is not a
pre-requisite for submitting a proposal.
Twelve (12) hard copies of your proposal and a copy on CD in either Microsoft Word or PDF format are due no later than 3:00 p.m. on June 23, 2009, in a sealed package or packages. The Authority will not consider proposals received after this deadline. All proposals should be delivered to:

Future Use and Re-Development of the Shoreham Property RFP
Proposals received after the Proposal Due Date will not be considered, nor will faxed or e-mailed proposals, whenever received. Failure to submit a proposal on time will not be waived by the Authority under any circumstances (e.g., traffic conditions, mail or courier failure, etc.).
The Authority may conduct interviews of those Proposers found to be the most qualified to provide the required services. If interviews are conducted, the Proposer(s) selected for an interview will be notified in advance of the scheduled date(s).
Pursuant to State Finance Law sections 139-j and 139-k, this RFP includes and imposes certain restrictions on communications between the Authority and Proposers during the procurement process. A Proposer is restricted from making contacts (i.e., an oral, written or electronic communications which a reasonable person would infer as an attempt to unduly influence the award, denial, or amendment of a contract) from issuance of the RFP through final award and approval of the resulting Procurement Contract by the Authority and the Office of the State Comptroller (“restricted period”) to any Authority staff or Trustee (or consultants) other than as designated herein, unless it is a contact that is included among certain statutory exemptions as set forth in State Finance Law sections 139-j(3) (a). The Authority’s designated staff for this RFP, as of the date hereof, is Michael J. Please use Mr. Standridge as the primary point of contact. Authority staff and Trustees (and consultants) are also required to obtain certain information when contacted during the restricted period and make a determination of the responsibility of the Proposer pursuant to statutory provisions. Certain findings of non-responsibility can result in rejection for contract award, and in the event of two findings within a 4 year period, the Proposer is debarred from obtaining governmental Procurement Contracts. Further information about these requirements can be found in the Authority’s Guidelines Regarding Procurement Lobbying which is posted on the Authority’s Web site for this RFP.
Other than as provided for in this RFP, any contact with the Authority Board members, staff or consultants during the pendency of this RFP may be grounds for disqualification from the RFP process.
The Authority will not provide reimbursement for any costs or expenses incurred in connection with this RFP, including the costs of preparing and submitting a proposal, providing any additional information or attending an interview. All material that is submitted in response to this RFP will become the sole property of the Authority. The Authority expressly reserves the right to utilize any and all ideas submitted in the proposals received unless covered by legal patent or proprietary rights which must be clearly noted in the proposal submitted in response to the RFP. See also RFP Section VI.C.3.
Contract Period
The term of the contract will be for a period not to exceed
one (1) year. The one year term provides for any additional time
necessary for incorporation of comments from the Authority’s
review of the Report. The Authority at any time, in its sole
discretion, may terminate the contract, or postpone or delay all
or any part of the contract upon written notice.
The results of this analysis shall be presented to LIPA in a
Future Site Use Analysis Report no later than six months
from the date of contract approval.
