Request for Proposals (RFP) to Provide Utility Services Management to the Long Island Power Authority
Issuance - June 3, 2010
To All Interested Proposers:
The Long Island Power Authority (the “Authority”) is soliciting proposals from experienced and qualified service providers for Utility Services Management.
The RFP requires technical proposals be submitted no later than 3:00 p.m., August 24, 2010, at the following address:

To facilitate communications between the Authority and proposers and to ensure that all proposers have access to the same information, all information concerning this RFP will be posted on a special RFP web site at www.lipa-usm-rfp.org. All questions regarding this RFP must be submitted as set forth in the RFP. The Authority will post questions and responses to proposers on the RFP web site.
The Authority will hold a proposers’ conference at the Long Island Marriott in Uniondale, New York, on June 30, 2010 at 1:00 PM. Details will be posted on the RFP web site referenced above. The Authority requires that individuals who plan to attend the proposers’ conference submit a notice of intent by June 23, 2010. See the RFP web site for details.
Mr. Michael Standridge, Director of Corporate Contracts and Procurement will serve as the primary point of contact for this RFP. The RFP also lists other designated contacts, as well. Except as otherwise stated in the RFP, no other contact with Authority Board members, staff, or advisors regarding this RFP will be allowed during the RFP process. Violation of this requirement may be grounds for disqualification from the RFP process.

Amendment No. 1 to LIPA’s Utility Services Management Request for Proposals (“RFP”) – July 9, 2010
LIPA has concluded that the RFP process can be conducted more efficiently and effectively if proposers are not required to provide to LIPA any specific comments they may have to the forms of Transition Services Agreement (“TSA”) and Operations Services Agreements (“OSA”) being posted today, and which are hereby incorporated into the RFP, until after LIPA determines the Technically Qualified Proposers.
Accordingly, LIPA is instructing proposers not to submit detailed comments to the draft agreements with their Technical Proposals that are due on August 24, 2010. Instead, proposer are requested to describe in their Technical Proposals any material modifications they expect to propose to either the Scope of Services or the ServCo service delivery structure as set forth in the form Agreements which proposers believe would be relevant to LIPA's technical evaluation of their proposal. Furthermore, RFP Section XVII.b (4) is revised in its entirety to read: “Material modifications expected to be proposed to the Scope of Services or ServCo service delivery structure.”
Technically Qualified Proposers will be required to submit any detailed comments they may have to the form TSA and OSA on the date to be set for submission of Pricing Proposals. At that time, LIPA will evaluate any proposed modifications to the forms of Agreements and the degree of acceptance of LIPA’s proposed TSA and OSA.
