LIPA has seen significant public interest in the 2010
Generation & Transmission RFP. LIPA’s intent is to be as
transparent as possible while ensuring that the procurement
process is conducted fairly, that no proposer is advantaged
or disadvantaged, and that LIPA’s ability to secure the best
value for its ratepayers is not impaired. As such, LIPA
releases the following information in regards to the RFP:

- 29 on-Island proposals were submitted
- 16 off-Island proposals were submitted

RFP Issued - August 20, 2010
The Long Island Power Authority (the “Authority”) is soliciting proposals for up
to 1,000 MW of new and/or repowered generation from experienced and qualified
entities to sell capacity, energy, and ancillary services to LIPA. Such
generators may be located on Long Island or provide the stated products to LIPA
from existing or new off-Island resources via a proposed new cable or generation
connection to Long Island.
Amendment No. 1 to LIPA’s Request for
Proposals to Provide Electric Capacity, Energy, & Ancillary
Services - Issued December 17, 2010
LIPA hereby announces that it is amending its August 20,
2010 Request for Proposals to Provide Electric Capacity,
Energy, & Ancillary Services (“RFP”) to increase the maximum
of amount of Net Capacity (i.e., total procurement less
retirements arising directly from repowering) that may be
procured from 1,000 MW to 2,500 MW and to make certain other
changes outlined below consistent with LIPA’s answers to
questions asked to date by potential proposers via the RFP
Web Site (“Amendment No. 1”). In addition, the target
schedule/calendar of events for the RFP is being changed to
afford potential proposers additional time to develop their
proposals in accordance with Amendment No. 1 to the RFP.
LIPA is providing clean and red-lined versions of Amendment
No. 1 to the RFP so that potential proposers can review the
changes to the RFP.

Amendment No. 2 to LIPA’s Request for Proposals to Provide
Electric Capacity, Energy, & Ancillary Services

This announcement is with respect to the Long Island Power
Authority’s (“LIPA”) Request for Proposals to Provide
Electric Capacity, Energy, & Ancillary Services, which was
issued on August 20, 2010, and as further amended on
December 17, 2010 (“RFP Amendment No. 1”). LIPA is hereby
amending the RFP Amendment No. 1 to eliminate the
requirement for an additional $5,000 Proposal Submittal Fee
for each additional proposal (“RFP Amendment No. 2”) in
order to simplify the proposal submittal process. LIPA still
requires the $15,000 Proposal Submittal Fee for the first
proposal.

Contact Information
Pursuant to State Finance Law sections 139-j and 139-k, this RFP includes and imposes certain restrictions on communications between LIPA and Proposers during the procurement process. A Proposer is restricted from making contacts (i.e., an oral, written or electronic communications which a reasonable person would infer as an attempt to influence the award, denial, or amendment of a contract) with any LIPA representative, other than as designated herein, from date of issuance of the RFP through the final award and approval of the resulting Procurement Contract (as that term is defined under State Finance Law) by LIPA and the Office of the State Comptroller (the “Restricted Period”), unless it is a contact that is included among certain statutory exemptions as set forth in State Finance Law sections 139-j(3) (a). LIPA staff and Board of Trustees (and advisors) are required to obtain certain information when contacted during the Restricted Period and make a determination of the responsibility of the Proposer pursuant to these two statutes. Findings of non-responsibility may result in rejection for contract award, and in the event of two findings within a four-year period, the Proposer is debarred from obtaining governmental Procurement Contracts.

RFP Website
The RFP Web Site (www.2010LIPAGenTranRFP.org) is a public site, accessible to anyone at any time and does not require a password or login information to view the RFP contents. The RFP Web Site allows Proposers to download documents referenced in the RFP. The RFP Web Site also includes the RFP Target Schedule as well as announcements and other information pertaining to the RFP. Any modifications to the schedule or to the RFP or the supporting documents will be published on the RFP Web Site. The RFP Web Site contains a form where any visitor may register by submitting information to receive updates via email with respect to the RFP. The RFP Web Site contains a Questions and Answers (“Q&A”) section access which is limited to Proposers who have registered with LIPA through the RFP Web Site.
Questions
The RFP Web Site contains a Questions and Answers (“Q&A”) section access which is limited to Proposers who have registered with LIPA through the RFP Web Site. Questions about items in the RFP should be submitted by potential Proposers via a specified form on the RFP Web Site on or before February 16, 2011 at 5:00 PM EST. After completing the form, the potential Proposer may submit the question(s) to LIPA automatically by clicking “submit.”
Responses to the questions will be posted anonymously in the Q&A section of the RFP Web Site on a rolling basis. Potential Proposers are encouraged to check the RFP Web Site regularly. With the exception of the Proposer’s Conference, no other communication of questions and answers will be made other than through the RFP Web Site.
Proposers Conference
LIPA will host a Proposers’ Conference on September 21, 2010 at 1:00 PM EST. The location of the Proposer’s Conference will be posted on the RFP Web Site in advance of that date. During the Proposers’ Conference, LIPA will provide an overview of the RFP and the LIPA PPAs, and will provide an opportunity for potential Proposers to have questions answered by LIPA. A transcribed record of the Proposers’ Conference will be posted on the RFP Web Site.
All prospective Proposers attending the Proposers’ Conference are strongly encouraged to submit a Notice of Intent to Submit Proposal Due by March 31, 2011 at 5:00 PM EST via the RFP Web Site. Attendance at the Proposers’ Conference is not mandatory.

Six copies of the Proposer’s Proposal must be mailed, sent by courier, or hand-delivered so that they are received on or before March 31, 2011 at 3:00 PM EST at the following address:
