Local Transmission Owner Planning Process
The Comprehensive Reliability Planning Process (CRPP) is a long-range assessment of both resource adequacy and transmission reliability of the New York bulk power system conducted over five-year and 10-year planning horizons. It is part of the NYISO’s Comprehensive System Planning Process (CSPP), which the FERC conditionally approved on October 16, 2008. To comply with the CSPP requirements, a new Local Transmission Owner Planning Process (LTPP) will provide opportunities for stakeholders to have input into each Transmission Owner’s system specific plans, which will form an input into future Comprehensive Reliability Plans following FERC approval.
As part of the process, all NYS transmission owners will provide details of their long term transmission plans including criteria, models, and local area development; and, on October 16, 2009 the Long Island Power Authority (LIPA) presents its Local Transmission Plan (LTP) in Albany. Written comments on the planning criteria and study assumptions will be accepted from customers, market participants and other interested parties.
The following documents supporting the LTPP are available for review & download:
- Presentation: LIPA's Local Transmission Owner Plan (PDF)
- LIPA Transmission & Distribution Planning Criteria and Guidelines (PDF)
- LIPA Draft Electric Resource Plan 2009-2018
- A detailed discussion of the CRPP, including applicable reliability criteria is contained in NYISO Manual 26 entitled: “Comprehensive Reliability Planning Process Manual”, posted on the NYISO’s website
Please send any comments you may have to LTPComments@lipower.org.
